The expansion/s can be activated in the Outfits tab on the Settings menu. Just ensure you have the right combination of expansions enabled (pink highlighted in this screenshot) and your outfit will open for you to purchase:

Yes, I can confirm that the key file is only useful for the base game (i.e. for those of us who only play the base game). I bought the expansion a long time ago and have never bothered to download new maps and stuff as the parts I was missing were all on the disc. I just checked and my key file is still in the Origin client and is still valid. I suggest you delete your key file and restart the client, then you should be able to download the expansions again. (Alternatively, you might be able to just delete the file from your hard drive and re-add it, I don't know if this still works).

Hi Cindy, this might be helpful to folks in the UK. I had the original base game CD but was able to get all the expansion and stuff packs from a company called CEX which sells second hand electronics, CD, DVD Games etc. I had a look in person in a few of the shops to get a good number of the packs and then was able to get the remainder online:

However, I would like to know where I can get the codes from. The price of the game and expansion pack in the UK is £56.99. The retail store said they would include a voucher for the base game but I do not have it. Is there any way I can get the codes from the retail store without asking them to send it to me?

I just got 12.1 and my games all have a game code in their folder, but it says the game code is invalid. I can't remember if that was the case before also, but I had some codes from a previous version of steam.
