After the 1989 revision of the Book of Common Prayer, the Church of Southern Africa embarked on its second major liturgical reformation, this time to focus on the structure of the services of Holy Communion, in particular the introduction and conclusion of the Eucharist. In 1994, the Church of Southern Africa published a liturgical guide, entitled The Book of Common Prayer, 1989 and 1994, which contained the revised liturgical material.

After the 1979 revision of the Book of Common Prayer, it was recognised that the 1979 prayer book was still in need of revision. In January 1985, the Church of Southern Africa held its first Consultation on a New Eucharistic Prayer. This consultation resulted in the publication of a liturgical guide for the new Prayer Book, entitled the Church of Southern Africa Guidelines for the Use of the New Eucharistic Prayer. This Guide contained the 1989 revision of the Prayer Book, which was later adopted and approved by all dioceses of the Church of Southern Africa. The 1989 revision was adopted by the 1975 General Synod of the Church of Southern Africa, which was the first time any synod of the church had ever amended a liturgical book.

The 1979 Revised Liturgy of the Hours was already a departure from the earlier Protestant liturgical tradition, but the 1994 version of the Book of Common Prayer, and the liturgical guides for the new Prayer Book, adopted an even greater departure.

The Anglican Church of Southern Africa has had a long-standing commitment to upholding the values of the Anglican Communion. The 1989 prayer book expresses a strong rejection of the language and values of racism. However, the tone of the book is so cautious that the insistence on this is not obvious. The book also emphasises that the prayers are intended to be a shared expression of the Anglican understanding of the sacraments of the Church. The book does not exclude other liturgical expressions of the local South African experience. It does not seek to create a uniform, Anglo-Saxon liturgy, but one appropriate to the diverse peoples of Southern Africa. This approach is representative of the approach to the liturgy in the twentieth century, where the liturgical norms of the Book of Common Prayer were a means to encourage the Anglican Church of Southern Africa to develop a coherent identity of its own, which appealed to a wide constituency.
